Sealed tender on behalf of Tripura Forest Development and Plantation Corporation Limited (here in after called the “Corporation”) are invited from the licensed Rubber goods manufacturers / Raw Rubber Dealer for the sale of Rubber/Scrap etc. Products during December’2007 to February’2008. The tenders shall be received in the office of the undersigned up to 4.0 PM on 11^th March’ 2008 and opened on the same day at 4.30 PM in presence of tenderers who may wish to remain present.  

DESCRIPTION OF RAW RUBBER FOR SALE. 

 TERMS AND CONDITIONS:

Clause-1:  Earnest money be deposited by Demand Draft/Banker’s cheque drawn in favour of “Executive Director, Tripura Forest Development and Plantation Corporation Ltd”, Agartala on any nationalized bank payable at Agartala. Earnest money in the form of cash or cheque is not acceptable.Sealed tender not accompanied with Earnest money shall be rejected forthwith. If deposit for corresponding amount is already pledged, a separate reference including number and date of deposit should be given with the fresh tender.

Clause-2:  The intending tenderers before participation in tenders may inspect the quality of the goods offered for sale in central go down, Agartala or Factory Division Takmacherra. Delivery of the materials will be made to the purchasers from central go down, Agartala or Factory Division Takmacherra as mentioned above with in the time limit given in the Delivery order on accepted tendered rates. After acceptance of rates in favour of tenderers, corporation shall not entertain any complaint about the quality of goods. As far as grading of rubbers concerned the corporation’s grading will be final.

Clause-3: Rates shall be quoted both in words and figures per kg against each lot of rubber separately for entire lot ex-corporation go down, Agartala under West Tripura Factory Division Takmacherra, South Tripura. The rates shall not include any Tax, Octroi, Excise duty, Terminal Tax or any other taxes and duty. Out station tenderer may acquaint themselves with local obligation of such taxes etc. from the local authorities before they participate in the tender. Payment of taxes and duty, if any shall be payable by the purchasers in addition. In any case, partial rate against any lot shall not be accepted.

Clause-4:  The tenderers must accompany photo-copy of “Rubber Board’s valid license in form No.’C’ as a Rubber goods manufacturer/Raw Rubber dealer. Tenderers will be requested to produce original, if situation calls for it. Tenders without such documents shall be rejected.

Clause-5:  Tenders received after the due date and time i.e. after 4.0 PM on 11^th March’ 2008  shall not be accepted. If the office of the undersigned remains closed; due to any reason, the date of tender will be in the next working day at corresponding time. No separate notice will be issued for such unforeseen closures.

Clause-6:  Sealed tender sent by Registered posts will be accepted provided such tenders delivered in the office of the undersigned on or before 4.00 PM of 11^th March’ 2008  . The corporation shall not be responsible for any delay in dispatch and delivery of such tenders through Registered post or otherwise.

             The ‘ENVELOPE’ containing the tender shall be super scribed as “TENDER FOR PURCHASE OF SHEET/SCRAP RUBBER/FACTORY PRODUCES” and the specified date for opening of the sealed tender. 

Clause-7:  The successful tenderer may opt for adjustment of the earnest money against amount actually due on account of sale price. But such option will be considered only when the balance amount is already paid and brought into affect and when corresponding quantity is already lifted.

                 Against such amount deposited as Earnest money or treated as security money deposit, no interest will be payable. Unsuccessful tenderer may get refund of their Earnest money on written request immediately after the process of listing of the tender rate offered by all participants is completed. Otherwise these would be returned by registered post/speed post.                                       

Clause-8:  Written intimation regarding acceptance of rate (all confirmation order) or otherwise of highest valid tenders shall normally be issued within 10 days from the opening of the tenders.

Clause-9: Acceptance of rates would be communicated by Registered post/speed post/courier service. Time given therein will be counted from the date of despatch of the acceptance order. For out station buyers, an allowance of 5(five) days would be reckoned over normal period for payment of accepted rates. Normal period for payment of due sum of money at accepted rates would be 5 (Five) days. Time would remain an essential factor in this process of conveyance. Failure to abide by the limitations of time would make earnest money/security money liable to forfeiture. In such event and in such cases where it is not adequately justified, the corporation reserves the right to dispose off the produce in any other conventional way deemed proper at the cost, risk and responsibility of the defaulting tenderer.

Clause-10:  All payment to the corporation in connection with sale of rubber against various grades/lots of this Tender Notice is to be made by the tender by “DEMAND DRAFT” only in favour of "EXECUTIVE DIRECTOR, T.F.D.P.C.LIMITED”, payable at Agartala on any nationalized bank guaranteed by the Reserve Bank of India.

Clause-11: The successful tender/tenderers will be delivered/sold materials from Central godown, TFDPC Ltd, Agartala, Tripura, West or Factory Division Takmacherra South Tripura as noted above with in 7 days from the date of issue of delivery order and on receipt of full payment. If the purchasers fail to lift the sold out stock within stipulated time as given in the delivery order, the corporation at its discretion may charge go-down rent at prevailing market rate which the purchaser will have to pay failing which it will be deducted from the security deposit. Also after expiry of time as stipulated in delivery order, the risks of the sold out materials lying in Central go-down, TFDPC Ltd, Agartala,

                    West Tripura or Factory Division Takmachhara as the case may be will lie with the purchasers.

Clause-12: The successful tenderers/purchasers will have to pay taxes etc as applicable in the State of Tripura. The buyer registered out side the state shall be required pay central sales tax @ 3% against ‘C’ form for inter-state sale of rubber.

Clause-13: In case of forfeiture of earnest money/security the corporation as per Clase-9 the defaulting tenderer will not be permitted to participate in the next tender notified by this corporation.     

Clause-14: No other terms and conditions beyond the terms and conditions as stipulated in this Tender Notice will be entertained.

Clause-15: The undersigned reserves the right to accept or reject any tender/tenders including the highest one without assigning any reason thereof.

Clause-16: All transaction bills are subject to Agartala jurisdiction.
